Looking at Watts, the most obvious and striking feature about her is her flaming red hair, which is naturally straight as a pin. She stands 5'5" and 127 pounds, making her a small girl, but don't let that fool you. Watts did well in her military training, and came out of it all in good physical shape, which she maintains thanks to her rather physical job and her habit of going for jogs in the early morning. She has large blue eyes and a pale complexion that never seems to tan, and big teeth with a wide smile. Watts favors simple clothing that doesn't get in her way, and isn't concerned with fashion at all, finding it rather frivolous in a post-apocalyptic world.

defining scars/marks: Her first month on the job at the power grid in Sundance, she fell down some stairs and sliced her leg open on some protuberant metal, leaving her with a long, deep scar down most of her right leg. She also has a tattoo on her left ankle of a Jack and Ace of Diamonds, in honor of her squadron at USAFA.

strengths: Intelligent, pragmatic, good at problem-solving and survival
weaknesses: Woefully clumsy, hot-tempered, defiant, prickly and sarcastic

in detail:
Watts is the kind of girl who knows what she wants and knows how to get it. She has a fierce determination and an opinionated streak a mile wide. Watts likes order, and clear-cut lines – possibly a reason she enjoys math so much. When she does things, you'd better believe she doesn't do them half-assed. She's a perfectionist and her greatest frustrations come from people and things that mess up her system – she can often be heard cursing violently at anything from her fellow tribesmen to the weather.

Watts is a technological genius, but her social skills are somewhat lacking. She's got a temper, and she can be blunt and sarcastic at times…okay, most of the time. If it's really important tact isn't beyond her grasp, but mostly, she has a loud mouth. Watts doesn't discriminate, and has the same high expectations of everybody. If someone doesn't meet them, she probably won't waste time on them. She likes feeling like she belongs somewhere, and truly enjoyed the camaraderie of the military. Even though her tribemates sometimes drive her up the wall, she likes the fact that they're like a family, and has no choice but to trust them with her life.

Unlike the majority of her fellow Mountain Lions, Chloe O'Sullivan was not born into privilege. She actually comes from quite humble beginnings. Brady O'Sullivan was an automobile mechanic, Christine, a fourth grade teacher. They married young, and gave birth to twins Thomas and Samuel in 1992, followed by Chloe Quinn in 2000. The O'Sullivan family lived in a small apartment in Scottsdale, Arizona, and though they didn't have much money, the children never wanted for love and encouragement.

In school, Chloe displayed an aptitude for science and mathematics. She was always closest to her father, and spent hours and hours after school with him in his small mechanics shop, absorbing everything he could teach her. Somehow she always knew that she would be an engineer; it was the natural career path for her. Chloe graduated high school, and found herself with the whole wide world ahead of her.

Funds were still limited in the O'Sullivan household. Her brothers had long graduated and left the house to attend community college, but Chloe didn't want to do the same and end up staying in Arizona for her whole life. She wanted to get out, to do something big. The military caught her eye. After all, what engineer would pass up the chance to work with the latest, cutting-edge technology? When she was seventeen-years old, Chloe traveled to Colorado Springs, Colorado and entered the United States Air Force Academy, graduating class of 2020.

She did well in her three semesters there as a member of Cadet Squadron 21, known as "Blackjack". Chloe enjoyed her classes and the rigorous training; it made her feel like she was doing something useful. In her sophomore year, she was made Cadet Staff Sergeant, thanks to her dedication and leadership abilities, and she could have made an even higher rank, had she stayed. She also made the Dean's List for academic achievement, and wore her merit insignia with pride.

Things were falling apart, though, inside and outside the Academy. The virus was ripping through the population. Organizations, especially those such as the military, tend to descend into chaos without their leaders, and the Academy and the Air Force itself fell into disarray. Back home, Chloe's family had contracted the virus and, distraught, she up and deserted the military in August of 2018 to return home and tend to them in their final hours.

Within a month, she was alone in the world. Her family was dead; her friends had scattered. She was a smart girl, though, strong and a survivor, and was determined to overcome the grief that the deaths of her family left her with. The area surrounding Phoenix, including Scottsdale, had become a metropolis teeming with scavengers, many of whom were ruthlessly violent. Cadet Chloe O'Sullivan became Watts in the few months she stayed in Arizona, because she hired herself out as a jack-of-all-trades engineer in exchange for food and supplies. Where she had been dealing with mostly aircraft and weapons technology, she now put her father's knowledge of automobiles to use – at least until the gas shortage hit. Watts became mainly an electrician as technology regressed.

Arizona turned out to be far from prime as far as resources were concerned, and soon its surviving inhabitants were leaving the state in droves. Watts was among them. She made temporary alliances, bartered her services, did everything she could to travel north. She joined up with nomadic groups for short periods of time, performing small services and making herself useful until she left them to branch off on her own again, only to join up with another group days or weeks later.

It took her a good six months to get to Wyoming, particularly Sundance. She wasn't part of a group at the time, and wandered into town as a drifter. After assessing the lay of the land, Watts determined that there was a local power plant – just her kind of place. A few weeks of reconnaissance led her to the Mountain Lions, who controlled the plant. Watts being Watts, she literally marched up to their lair, demanded an audience with Azrael, and laid it out for him: in exchange for her services as mechanic and electrician, she wanted food, shelter, and protection. Basically, she wanted in. The Mountain Lions might have had control over the power plant, their greatest asset, but they had no idea how to operate it, and Watts was just the girl to do it. It was thus that in September of 2019, Chloe O'Sullivan, alias "Watts", became a member of the Mountain Lions.

Watts isn't particularly concerned with the rivalry between the Mountain Lions and the rest of the tribes in the Sundance area. Her job is to keep the plant running smoothly, and she does her job well. Quite honestly, she thinks things would be a lot better for the Mountain Lions if they quit fucking with everybody else and dealt with themselves, but Watts, though opinionated, likes her job and wants to keep it, thanks very much. After all, she could be in a much worse position than her current one.
